India is unlikely to travel to neighboring countries because of safety concerns, so the ICC Champions Trophy will not be held in Pakistan in 2025. It is likely that the ICC tournament will be shifted to UAE, or the ICC will adopt a hybrid Asia Cup model, where

However, suppose India’s position stays the same as it did during the Asia Cup, given the intense political tensions that currently exist between Pakistan and India. In that case, India will not be visiting Pakistan. Thus, the competition may take place in Dubai or employ a hybrid format similar to that of the Asia Cup in 2023.
In terms of moving the whole tournament to another country, U.A.E. has always been considered as an alternative to Pakistan. This is the most viable option at the moment, and they may host their first Champions Trophy in the near future.
Taking place for the first time in eight years, the 2025 Champions Trophy will be the tournament’s ninth edition. In addition to India and Australia, Pakistan, New Zealand, South Africa, and West Indies have all won the title once.
In terms of the 2025 Champions Trophy, Pakistan is the defending champions and will host the tournament for the first time since 1996.
